Most proposals reach a committee as an idea. This one arrives the other way round: defined in a 2015 dissertation, published and peer-reviewed, adopted in national standards, proven by years of production at national scale.
What remains is the part committees exist for: making it a norm.
The specification is open and ready as a contribution to standardisation work — stable in its core since the first version, versioned in its indicators. Documents are cited by version, never by "latest".
A norm that starts from a working deployment ends as the standard of a market.
